Gethyn can be found in Bowerstone North's jail. He will talk about his suspicions of the Mayor, and how she's been acting a bit shady lately. Talking to him will initiate the Investigating the Mayor quest. He was due to be executed, and supposedly is if you choose to marry Lady Grey.
